Man, Woman Arrested After Firearm Seizure in North Caicos; A Percival Gang Lieutenant Killed in Police Shootout

The Royal Turks and Caicos Islands Police Force (RTCIPF) is continuing its crackdown on illegal firearms following two major operations on Friday and Saturday that resulted in arrests on North Caicos and the fatal shooting of a notorious gang associate in Providenciales.


Police say that around 2:30 p.m., on Saturday, officers responded to reports of a man threatening members of the public with a firearm at a business establishment along the Bottle Creek Road in North Caicos. An operation involving the Tactical Unit and Serious Crime Unit was launched, leading to the interception of a vehicle without license plates traveling through Kew.

The two occupants, a man and a woman, were arrested after officers recovered a black handgun from nearby bushes, which police believe was tossed from the vehicle as it was being pursued. Both suspects remain in custody on suspicion of carrying a firearm.


In a separate incident in Providenciales on Friday, police confirmed that a senior associate of slain gang leader Andral “Lieutenant” Perceval was shot dead following an armed confrontation with the RTCIPF Tactical Unit.


The man, identified only by the alias “Tulan”, a Haitian national residing illegally in the Turks and Caicos Islands, was among three armed suspects confronted during an anti-crime operation in Miracle Close, Blue Hills, shortly after 1 p.m.

According to police reports, the suspects opened fire on officers, who returned fire. “TULAN” was struck and died on the scene. A semi-automatic firearm was recovered beside his body. The other two suspects escaped and remain at large.


Authorities had linked “TULAN” to a series of violent crimes, including four murders in recent months:

·        June 17, 2025 – Cleajean Bernard

·        July 5, 2025 – Noel “Jubi” Wilby

·        July 22, 2025 – Brothers Ranel and Wisner Richard


He was also a suspect in multiple armed robberies and kidnappings and had previously engaged police in a gun battle before managing to flee.


A manhunt is now underway for the two remaining suspects.


The RTCIPF has reaffirmed its zero-tolerance approach to illegal weapons and is urging members of the public to assist.
