A native of Grand Turk, Hon. Swann-Misick brings decades of leadership, public service, and governance experience to the Board. Her expertise spans education, business, public administration, and national leadership, with service in several senior positions across key public institutions.

Her career began in education in 1970, where she served faithfully for over 20 years as a classroom teacher, principal, and Senior Education Officer within the Ministry of Education. After leaving the Ministry, she established her own business while continuing to teach and mentor aspiring entrepreneurs.

Throughout her career, Hon. Swann-Misick has held leadership roles across several national institutions, including Deputy Chairman of the Tourist Board, Deputy Chairman and Chairman of the National Insurance Board, Chairman of the Turks and Caicos Investment Agency, Member and acting Chairman of the Public Service Commission, Chairman of the Higher Education Advisory Board, and Chairman of the National Health Insurance Board.

In 2009, Hon. Swann-Misick was appointed Chair of the Consultative Forum, the country’s legislative body at the time, where she facilitated a legislative agenda focused on restoring good governance and supporting sustainable economic development following the suspension of the country’s constitution.

With the restoration of local governance in 2012, she became a Governor’s Appointed Member of Parliament. Her earnest commitment to public service continues today, and she currently serves as President of the Turks and Caicos Islands Cancer Foundation.

Her appointment to the Pelican Energy TCI Board of Directors comes at a pivotal time as the Turks and Caicos Islands continues to be affected by global fuel price pressures, rising energy demand driven by robust economic growth, and navigates several regulatory developments aimed at transforming the electricity sector, strengthening energy security through renewable energy, and improving overall system resilience and energy affordability for customers.

Since coming under the ownership of Vision Ridge Partners, a global sustainable real assets investor, in September 2025, Pelican Energy TCI continues to advance plans to modernize the energy system, integrate significantly more renewable energy, maintain service reliability, and accelerate the transition to a more sustainable energy future.

Devon Cox, President of Pelican Energy TCI, who also serves on the Company’s Board, stated: “The appointment of Hon. Lillian Swann-Misick to our Board is a significant milestone in our governance, and underscores our commitment to ensuring strong local perspectives are reflected at the highest levels of decision-making. Her longstanding public service and diverse leadership experience provide deep insight into the needs, aspirations, and concerns of the people of the Turks and Caicos Islands.

Her appointment strengthens the Company’s long-standing connection to the communities we serve and highlights the importance of bringing together local knowledge, community interests, and global expertise as we invest in a reliable, affordable, and resilient energy system, built on more renewables.

We look forward to the valuable perspective she will bring to the Board as we work to deliver longterm value for our customers and help shape the future of the energy sector in the Turks and Caicos Islands.”

Commenting on her appointment, Hon. Lillian Swann-Misick stated: “The impact of geopolitical conflict in the Middle East on energy costs in the Turks and Caicos Islands has demonstrated that we are neither isolated from nor immune to global events. Disruptions in the global oil supply have had a ripple effect on both the supplier and consumers of electricity here. The challenge is to create a balance that benefits both. I am pleased to have been afforded the opportunity to be part of a team committed to investing in renewable energy and ensuring that electricity is not only reliable and resilient, but also affordable for our customers and stakeholders.”
