Readers, by now you’ve seen the headlines. Both the Premier and the Deputy Governor have expressed deep concern about the standard of service delivered to the public. They want to see a “marked improvement.” The question is: improvement toward what? What does excellence actually look like in a modern public service?


Before we talk about fixing anything, we must first define the Gold Standard. Only then can we build a serious, multi‑year plan to achieve it. And let’s be honest: the effort required to truly change a system is far greater than the effort required to make temporary improvements. If we are serious, we are talking about a full‑scale overhaul from top to bottom.


Training will be essential—whether that means sending individuals abroad or bringing institutions here to set up shop. But training alone won’t fix a system. We need structure, accountability, and a clear national commitment to excellence.

This roadmap is ambitious—but absolutely achievable for a country the size of TCI, especially with strong leadership and clear standards.

 

A Final Thought: Scaling the Singapore Model

For years, people have mentioned the “Singapore Model.” And yes—Singapore is far larger than TCI. But instead of dismissing it, why not scale it?

Think like Singapore, but tailor it to our population.

We can invite universities to establish temporary adjunct campuses here for 5–10 years, focused entirely on how to run a government—especially a Caribbean one. Civil servants could receive reduced work hours to attend classes and graduate with diplomas in their specific fields.

By Year 5, TCI could have an entire public service that is trained, certified, and empowered.

That is nation‑building.That is empowerment through employment.And that is how we transform the TCI Public Service from the inside out.
