The Office of the Deputy Governor of the Turks and Caicos Islands is pleased to announce the appointment of Mrs Yelena Roberts-Penn to the post of Senior Finance Officer in the Financial Services and Supplies Management Department (commonly referred to as the Treasury) within the Ministry of Finance, Investment, and Trade.
Mrs Roberts-Penn holds a Bachelor of Science in Business and Administration Management Technology from the New England Institute of Technology in Warwick, Rhode Island and a Human Resource Management and Development Diploma from the University of Manchester.
Mrs Roberts-Penn joined the public service in 2016 as an Administrative Officer in the Revenue Control Unit (formerly Inland Revenue Department) and was later promoted to the role of Tax Officer, a capacity she served until this most recent promotion. Before joining the service, Mrs Roberts-Penn worked as a Financial Administrator with TCI Red Cross, in clerical services at Scotiabank; and Guest relations at the Alexandra Resort.
In commenting on her appointment, Mrs Roberts-Penn stated:“Any time I have felt like giving in and throwing in the towel, I remember Philippians 4:13 NKJV – I can do all things through Christ who strengthens me.
Bishop Coleta Williams III has always said, “You don’t only keep your eyes on what you are going through but, rather, keep your eyes on where you are going to”.
I am incredibly humbled and appreciative of this opportunity. With opportunity comes significant responsibilities, and I am truly ready to take on this new challenge. I look forward to working with the team at FSSM and contributing all I can to serve the people of the Turks and Caicos Islands. Her Excellency Anya Williams, Deputy Governor and Head of the Public Service, congratulated Mrs Roberts-Penn and stated the following:

In her new role as Senior Finance Officer, Mrs Roberts Penn has been assigned to oversee and manage the sub-Treasury in Providenciales.
Mrs Roberts-Penn brings a wealth of experience from her previous role in the Revenue Control Unit. This will be an asset to her new task as she works to improve customer service and delivery in the Providenciales sub-Treasury.”
