Barbara Butterfield Jervis Appointed as Court Administrator


Barbara Butterfield Jervis

The Office of the Deputy Governor has announced the appointment of Mrs. Barbara Butterfield-Jervis to the post of Court Administrator within the Turks and Caicos Islands Judiciary.


Butterfield-Jervis holds: a PhD in Theology and Philosophy; a Master’s Degree in Human Resource Management; a Bachelor of Science Degree in Human Resource Management and a General Secretarial Diploma (Distinction) in Secretarial Studies.


She originally joined the Turks and Caicos Islands Public Service in 1982 as a Clerical Officer in the Chief Secretary’s Office before moving on in 1987 to the post of Secretary in the Social Welfare Department; in 1989 to the post of Personal Secretary in the Chief Ministers Office; in 1991 to post of Secretary in the Public Service Commission and in 1992 to the post of Secretary in the Environmental Health Department before leaving the public service in 1994 to take up employment at Cable and Wireless.


In 1999 Mrs. Butterfield-Jervis returned to the Turks and Caicos Islands Public Service to serve as the Secretary to the Minister of Tourism and in 2003 was promoted to post of Administrative Officer in the Department of Education where she remained until 2009 when she was transferred to the Judiciary and later upgraded to the post of Court Services Manager before her new appointment as Court Administrator in the Judiciary.


Commenting on her appointment Mrs. Parker-Jervis stated:


“Firstly, I thank God and all those who saw the abilities I possess to be promoted to this position. In the words of Bryon Katie: ‘Life is simple. Everything happens for you, not to you. Everything happens at exactly the right moment, neither too soon nor too late. You don’t have to like it… it’s just easier if you.’


“I have been in the Public Service for 30-plus years now and have had the opportunity to work in almost every sector of TCIG. The post of Court Administrator is a great responsibility, but this is also a grand opportunity to demonstrate all I have learned and how capable I am with the experience I have gained over the years.


“With assurance, I will endeavor to perform at my best and will continue to uphold the excellent standards of the Public Service.


“This appointment, at this juncture in my twilight years is a testament that nothing happens before its time. Finally, I repeat my gratitude to all those persons who made it possible for me to serve in this capacity and accept this new challenge.”


Deputy Governor and Head of the Public Service Her Excellency Anya Williams, in extending congratulatory remarks to Mrs. Butterfield-Jervis stated:


“It is with great pleasure that I extend congratulatory remarks to Mrs. Barbara Butterfield-Jervis on her appointment as the Court Administrator within the Turks and Caicos Islands Judiciary.


“The Court Administrator post is responsible for providing support to the Chief Justice in regards to the strategic planning, organization and direction of the non-judicial and administrative functions of the Judiciary.


“Under the direction of the Chief Justice, the Court Administrator plans and oversees the administrative operations and facilities of the Courts and is appointed as the Accounting Officer responsible for the financial oversight of the Judiciary.


“Mrs. Butterfield-Jervis during her 30 plus years in the civil service has worked hard to improve her educational qualifications, having recently successfully obtained both her Masters and PhD qualifications and has gained experience in a large number of departments across government.


“I wish her well in this new role and hope that her appointment serves as motivation to others to never give up on the pursuit of their dreams.”
