The Office of the Deputy Governor has announced the appointment of Ms. Takara Bain as the new Director of Public Service Affairs.
In the newly established Department, Ms. Bain will be responsible for developing and implementing an internal communications strategy aligned with the Turks and Caicos Islands Public Service 2025-2030 Roadmap and other transformative initiatives. She will act as the liaison between the Public Service and the Civil Service Association, promoting open dialogue and effective issue resolution.
Ms. Bain will oversee internal communication initiatives aimed at informing and engaging public servants while ensuring consistency with public service priorities. She will be responsible for overseeing and managing content across various internal channels, including circulars, newsletters, the intranet and social media platforms to maintain professionalism.
With over 20 years of extensive experience in media, broadcasting, and strategic communications, Ms. Bain’s professional journey has been marked by significant leadership roles, most recently as the Public Relations and Marketing Manager and Senior Manager at the Turks and Caicos Islands Hospital. In that capacity, she managed both internal and external communications, actively led patient advocacy initiatives and facilitated staff relations and stakeholder projects.
Ms. Bain served as a communications specialist for the Royal Turks and Caicos Islands Police Force, where she was responsible for managing media relations and external communications. This role equipped her with essential skills in crisis communication and public messaging. Additionally, Ms Bain served as the Head of Marketing for Digicel TCI, where she successfully spearheaded numerous country-wide marketing campaigns and community initiatives.
Ms. Bain holds an Associate’s Degree in Broadcasting and a Bachelor’s Degree in Radio, Television and Internet Media from Lynn University in Boca Raton, Florida. She further bolstered her qualifications with a Master’s Degree in Project Management from the University of the West Indies. Additionally, she is a member of the Project Management Institute and is actively pursuing Project Management certification. Her commitment to continuous learning is also reflected in her membership with the Chartered Management Institute.
In expressing her enthusiasm for her new role, Ms Bain stated, “I am genuinely honoured to step into the role of Director of Public Service Affairs. Leading this newly established department presents a unique opportunity to shape how we communicate internally and also how we connect with the community and I am proud to be part of such an amazing transformation. I am excited to work within the Office of the Deputy Governor and I would like to extend my appreciation to H.E. Anya Williams and her amazing team for their confidence in me.”
Deputy Governor H.E. Anya Williams, in congratulatory remarks, said, “We are thrilled to welcome Ms. Bain back to the Turks and Caicos Islands Public Service in this new leadership capacity.
Ms Bain brings an impressive academic background, coupled with extensive experience in communication and project management. She is no stranger to the Office of the Deputy Governor, having previously worked on several high-impact initiatives, including the Public Service Leadership Forum, the Public Service Times newsletter, the rollout of the Public Service Roadmap and other strategic programmes aimed at strengthening the efficiency and effectiveness of the public service.
Her previous work with our office has always demonstrated a high level of professionalism, commitment and innovation. I am confident that she will continue to bring fresh perspective and energy to our ongoing efforts to transform and strengthen the public service.
