Ministry of Tourism Accepts Responsibility for Eligibility Oversight at Tourism Youth Congress

The Ministry of Tourism wishes to formally acknowledge and accept responsibility for an administrative oversight that occurred during the recent Tourism Youth Congress Speech Competition, which affected Miss Kemani Sweeting.

Miss Sweeting delivered an outstanding performance and, based on the judges’ scores, earned the highest overall result in the competition. Her achievement is unquestioned, and the Ministry affirms that her win was the result of merit, preparation, and exceptional ability.


The oversight occurred during the eligibility verification stage, which is the responsibility of the Ministry and its partners. Miss Sweeting was permitted to compete, was adjudicated fairly, and was announced as the winner. At no point did she or her family err in this process.


Upon becoming aware of the issue, the Ministry immediately met with the leadership of Precious Treasures International School, Miss Sweeting, and her parents to address the matter directly and transparently. The Ministry is grateful for the maturity, understanding, and grace shown by Miss Sweeting and her family during these discussions.


Due to the Caribbean Tourism Organization Youth Congress age requirements, which are externally set at 14–17 years, Miss Sweeting is regrettably unable to represent the Turks and Caicos Islands at the regional competition this year. However, in recognition of her achievement, the Ministry confirms that:

  • Miss Kemani Sweeting retains all awards, honours, and recognition received at the national competition;

  • She is formally recognized as Junior Minister of Tourism (National) for 2026; and

  • She will be invited to participate in an official shadowing and mentorship role alongside the regional delegate.


A tie was recorded for second place between Marjorie Basden High School and Helena J. Robinson High School. A runoff competition will be held between these two schools to determine the eligible delegate who will represent the Turks and Caicos Islands at the 2026 Caribbean Tourism Organization Youth Congress. Arrangements are currently being finalized with the respective schools.


The Ministry of Tourism offers its sincere apology to Miss Sweeting, her family, and the wider community for this oversight. We remain committed to ensuring that our youth initiatives are administered with the highest standards of care, accuracy, and fairness — especially where children are concerned.


The Ministry once again congratulates Miss Kemani Sweeting on her exceptional achievement and thanks all students, parents, educators, and partners for their continued support of youth development in the Turks and Caicos Islands.
