New Licensing Requirements for Commercial Importers of Alcohol and Tobacco

The Turks and Caicos Islands Border Force is advising all businesses engaged in the commercial importation of alcohol and tobacco products that a new licensing regime will come into effect on 1st November 2026 under the Customs (Importation of Alcohol and Tobacco) (Application and Fees) Order 2026.

The new framework is implemented to strengthen border controls, improve regulatory oversight, enhance compliance, and establish a modern system for monitoring the importation of these controlled commodities and substances.

Effective 1st November 2026, businesses importing alcohol and tobacco into the Turks and Caicos Islands for commercial purposes will be required to hold a valid import licence issued by the Director General of Border Force before importing these goods.

 Businesses that fail to obtain the required licence may be subject to enforcement measures under the Customs Act and applicable regulations. Furthermore, from 1st December 2026, shipments of alcohol and tobacco imported without a valid licence may be detained, seized, or forfeited.

The licensing programme forms part of the Government’s broader efforts to strengthen border management and ensure that businesses importing alcohol and tobacco operate within a transparent and accountable regulatory framework. The initiative will also improve TCI trade statistics, support compliance activities, and understanding of trends within these sectors.

Under the new license regime, the following fees will apply:

• Alcohol Import Licence: $75,000 per annum

• Tobacco Import Licence: $50,000 per annum

• Application Fee: $150 (non-refundable)

The annual licensing period will run from 1st April to 31 March each year. For the initial implementation period, licence fees will be collected on a prorated basis to reflect the shortened licensing year commencing on 1st November 2026 and ending on 31 March 2027.

To assist businesses with the transition, Border Force will undertake a comprehensive registration and public awareness campaign in collaboration with the Magistrate’s Court and the Mental Health and Substance Dependency Department.

Commencing from 1st October 2026, a 15-week registration drive is scheduled to take place across the islands and will include direct engagement with businesses currently involved in the importation, distribution, and sale of alcohol and tobacco products.

During this time, Border Force officers will visit businesses, distribute informational materials, and provide guidance on the application process and compliance obligations.

Businesses seeking a licence will be required to submit an application to Border Force that includes:

• Business registration and business licence information;

• Contact details for the business;

• Historical import declaration information;

• Relevant supporting documentation;

• Evidence of any existing liquor or tobacco-related licences where applicable; and

• Payment of the prescribed application fee.

Application forms and supporting guidance will be made available through the Border Force website, offices, and relevant government departments ahead of implementation.

 Recognising that some businesses may already have alcohol or tobacco shipments en-route prior to the commencement date, a transitional provision allows for shipments that were purchased, ordered, or dispatched before 1st November 2026 to be released without penalty where satisfactory documentary evidence demonstrates that the goods were committed to shipment before the licensing regime came into effect.
