Starlink’s Formal Licensing this Thursday

The Turks and Caicos Islands Telecommunications Commission will formally sign and present telecommunications licences to Starlink Caribbean LLC on Thursday, marking the satellite internet provider's official entry into the local market.

The invitation-only ceremony is scheduled for 5 p.m. on August 27 at The Alexandra Resort in Grace Bay, Providenciales. The occasion represents the culmination of the Telecommunications Commission’s work to establish a regulatory framework for satellite telecommunications services and the formal arrival of a new licensed telecommunications operator.
Starlink applied for a Satellite Network and Service Licence and a Spectrum Licence to provide internet service through its satellite network and customer terminals across the Turks and Caicos Islands. The licences cover both the delivery of internet service and the use of radio frequencies needed to connect customer equipment with satellites overhead.
The licensing milestone follows a regulatory process that included a public consultation launched in November 2025 on proposed rules for satellite communications services. The Commission later approved a licensing framework designed for operators whose technology and business models differ from those of traditional fixed-line and mobile providers.
Starlink is a satellite broadband service developed and operated by SpaceX, the United States aerospace company founded by Elon Musk. The service uses a large constellation of satellites in low Earth orbit to deliver internet connections to compact ground terminals, commonly known as Starlink dishes, installed at homes, businesses and other locations.
Unlike conventional communications satellites that operate much farther from Earth, Starlink's satellites orbit at comparatively low altitudes. The shorter distance is designed to reduce latency, or the delay in transmitting data, making the service more suitable for activities such as video calls, streaming and online work.
Customers generally need a Starlink terminal with a clear view of the sky. The equipment communicates with passing satellites, which route data through the wider Starlink network and connect users to the internet. Actual speeds and service quality can vary according to location, weather, obstructions and network demand.
For an island territory, satellite broadband can provide another route to the internet and extend service to locations where installing fibre cables or other terrestrial infrastructure is difficult or expensive. It may also strengthen communications resilience after hurricanes or other emergencies damage utility poles, cables and ground-based networks.
The arrival of Starlink is also expected to give residents and businesses another choice in the local broadband market. The Telecommunications Commission is responsible for licensing providers, managing radio spectrum, promoting fair competition and protecting the interests of consumers in the Turks and Caicos Islands.
Thursday's official Starlink Licensing is being presented to provide the legal foundation for Starlink to operate locally. Details such as available plans, installation arrangements, customer support, speeds and total costs will depend on the company's commercial rollout and the conditions attached to its licences.
The wider significance of Starlink's entry will become clearer after service begins, when consumers can assess whether satellite broadband improves access, strengthens disaster resilience and increases competition in the Turks and Caicos telecommunications market.
