TCI Extends Moratorium on First-Time Haitian Work Permits and Visitor Visas

The Ministry of Immigration and Border Services advises the general public that the existing moratorium on the issuance of first-time work permits and visitor visas for Haitian nationals has been extended for a further period of six (6) months. The extension takes effect on 1 August 2026 and will remain in force until 31 January 2027.

This measure forms part of the Government's ongoing efforts to strengthen immigration management, support effective labour market regulation, and protect employment opportunities for Turks and Caicos Islanders while maintaining the integrity and security of the country's borders.

The Ministry wishes to emphasize that all existing conditions, exemptions and administrative arrangements currently governing the moratorium will remain unchanged during the extension period. The extension applies only to first-time work permit applications within the designated unskilled occupational categories and does not affect:

• Existing valid work permit holders applying for renewals where permitted by law;

• Skilled occupations experiencing verified labour shortages; or

• Special exemptions approved by Cabinet or the relevant authority under exceptional circumstances.

The decision follows continued assessments by the Employment Services Department, which indicate that several sectors traditionally employing large numbers of unskilled workers continue to experience sufficient labour availability. Extending the moratorium will allow the Government to continue reviewing labour market conditions while promoting orderly and sustainable migration management.

The extension of this moratorium reflects our continued commitment to evidence-based policy decisions, responsible migration management and safeguarding the long-term interests of these Turks and Caicos Islands."

The Ministry thanks employers, stakeholders and the public for their continued cooperation and reminds all persons to ensure that work permit applications comply with the Immigration Act, applicable Regulations and policies.
