Government Invites Public Participation in Consultation on the Health Services Authority Bill 2026
The Government of the Turks and Caicos Islands, through the Ministry of Health and Human Services, is inviting the public and stakeholders to participate in the consultation on the Health Services Authority Bill 2026.

The Bill proposes the establishment of a Health Services Authority (HSA) as a statutory body to manage and deliver designated public health services and operate designated public healthcare facilities.
The proposed legislation establishes the legal and governance framework for the Authority and sets out how it will be accountable for the services entrusted to it.
Key Areas of the Bill
The Bill addresses several key areas, including:
· Establishment of the HSA as a statutory body with defined functions and powers to manage designated public health services and facilities.
· Governance and oversight, including the establishment of a Board and provisions governing its responsibilities, accountability and decision-making.
· Service delivery, including the Authority's responsibility for the management and operation of designated healthcare facilities and assigned health services.
· Financial accountability, including requirements relating to financial management, reporting, auditing and oversight.
· Transparency and integrity, including provisions concerning accountability, conflicts of interest and the conduct of persons responsible for the Authority's governance.
· Transition arrangements, providing a legal framework for the orderly transition of designated health services from Government to the Authority.
· Employees and public officers, including provisions addressing employment arrangements arising from the transition.
· Government assets and contracts, including arrangements for the transfer, vesting or continuation of relevant property, assets, leases, contracts and other arrangements necessary to maintain services.
· Community and stakeholder engagement, including mechanisms for consultation on matters relating to health services.
The proposed HSA would operate within the Government's existing health policy and strategic framework, including the National Health Sector Strategic Plan 2024–2027.
Public Consultation
The Government recognises the importance of public and stakeholder participation in considering the proposed legislation. The consultation provides an opportunity for patients and service users, healthcare professionals and employees, professional associations, community organisations, private-sector partners and other interested persons to review the Bill and provide feedback.
Members of the public are particularly encouraged to provide comments on the proposed governance and accountability arrangements, functions and powers of the Authority, service delivery, financial oversight, transition arrangements, employment matters and stakeholder engagement.
