Government Invites Public Written Feedback on Immigration Bill 2026

The Government of the Turks and Caicos Islands, through the Office of the Deputy Premier and the Ministry of Immigration and Border Services, advises that the Public Consultation on the Immigration Bill 2026 and its accompanying Regulations has now concluded.


The general public, organisations, and stakeholder bodies are now invited to submit written feedback as part of the final phase of the consultation process.


This stage allows individuals and institutions to formally submit comments, recommendations, and concerns on the proposed legislation prior to its further advancement in the legislative process.


The Immigration Bill 2026 represents a comprehensive effort to modernise the immigration framework of the Turks and Caicos Islands, repealing and replacing the existing Immigration Act and Regulations. The proposed reforms are intended to strengthen border security, enhance transparency, support sustainable economic development, and ensure immigration policies align with the long-term national interest.


Key elements of the proposed framework include:


  • ⁠Modernized border management systems, including Advance Passenger Information, Electronic Travel Authorisation, biometric authentication, and eGates

  • Revised residency and long-term settlement pathways

  • ⁠Introduction of a structured Points-Based Assessment System for Residence and Employment Rights Certificates

  • Updated work permit and labour market protection measures

  • Strengthened compliance, enforcement, and regulatory oversight


Commenting on the process, Deputy Premier and Minister of Immigration and Border Services, Hon. Jamell Robinson stated: “Immigration reform is a matter of national importance, and it is essential that the voices of our people and key stakeholders are heard. This public feedback phase allows for thoughtful consideration of the proposed legislation as we work to ensure a fair, modern, and sustainable immigration system that serves the best interests of the Turks and Caicos Islands.”

The Government emphasises that public participation remains a critical component of this process and encourages thoughtful, constructive submissions from all interested parties.


All written submissions must be received no later than January 23rd, 2026 and should be submitted via email to: immigrationrepealbill@gov.tc. Submissions should include the subject Line: Public Feedback – Immigration Bill 2026.
