PDM Calls For Independent Review Of Police Promotion Process

The opposition Peoples’ Democratic Movement (PDM) is calling for an independent review of the police promotion process.

A few weeks ago, news broke that an undisclosed number of police officers who believed they were overlooked for promotion recently, and threatened to challenge the promotion process in court.
According to the PDM, over the past few weeks, it has observed a growing number of social media posts, public comments, and online discussions concerning the recent promotion process conducted within the Royal Turks and Caicos Islands Police Force.
“Among the matters being circulated are allegations of leaked promotion examination materials, claims of unfair treatment, and concerns that some long-serving officers were not promoted while others, reportedly with lower scores or weaker outcomes, were advanced. These claims have also been referenced in online publications and have generated significant public discussion,” the PDM said in a news release.
The PDM noted categorically stated that its statement is not intended to attack any individual, undermine the Police Force, or politicize the matter, acknowledging that the Royal Turks and Caicos Islands Police Force is a vital national institution, and that public confidence in its leadership, fairness, and internal processes must always be protected.
“However, the concerns now being raised are serious enough that they should not be dismissed as mere dissatisfaction from officers who were unsuccessful in the process,” the PDM stated. “Promotion within a police service is not simply an internal employment matter. It affects morale, discipline, leadership, public trust, and the overall effectiveness of policing across the country.”
The opposition party noted that Commissioner of Police, Fitz Bailey, has publicly stated that the promotion process was transparent, fair, and based on performance, merit, and good conduct.
“Those assurances are important,” the PDM noted. “However, where repeated concerns continue to surface publicly, and where officers themselves may feel unable to speak openly due to regulations restricting communication with the media, there is a clear need for an independent review to provide confidence and closure. We have looked into these allegations and believe that there is sufficient concern to warrant a review”.
It added: “Police officers serve under strict rules. They cannot always defend themselves publicly, explain their grievances openly, or respond to public narratives in the same way other citizens can. That places a greater responsibility on the relevant authorities to ensure that any credible concern affecting fairness, transparency, and confidence is properly examined.”

“For that reason, the People’s Democratic Movement respectfully calls on the Government to support our demand that Her Excellency the Governor commissions an independent review and investigate these allegations over the recent police promotion process. Such a review should not be seen as an attack on the Commissioner, the Police Force, or any officer who
was promoted. Rather, it should be seen as a responsible step to protect the integrity of the institution and reassure all parties that the process was properly conducted.”
The PDM statement argued that if the process was fair, as Commissioner Bailey has stated, “...Then an independent review would help clear the air and strengthen public confidence. If shortcomings are identified, then the appropriate corrective steps can be taken. Either outcome would be better than allowing uncertainty, speculation, and frustration to continue growing.”
It stated further: “This matter should be approached calmly, respectfully, and professionally. The aim should not be to embarrass anyone, but to ensure transparency, fairness, and trust in one of the country’s most important institutions.
“Police officers deserve confidence that their careers are determined by merit, integrity, performance, and fairness. The public also deserves confidence that those promoted into leadership positions were selected through a process that can withstand scrutiny.
“For the sake of the officers, the Police Force, and the wider community, these concerns must be independently reviewed and not ignored.”
